Here are some facts about West Papua, Indonesia and Melanesia.
New Caledonia/Kanaky is part of Melanesia and a member of the Melanesian Spearhead Group (MSG). France (which controls New Caledonia/Kanaky) is not part of Melanesia and therefore is not a member of the MSG.
West Papua is part of Melanesia and Indonesia (which controls West Papua) is not. So how come West Papua cannot be a member of the MSG but Indonesia can?

If Indonesia were to join the Melanesian Spearhead Group but West Papua were not, it would be like the France joining instead of New Caledonia/Kanaky.
